Eurofound, the European Foundation for the Improvement of Living and Working Conditions, is a European Union body, one of the first to be established to work in specialised areas of EU policy. Specifically, it was set up by the European Council (Council Regulation (EEC) No. 1365/75 of 26 May 1975), to contribute to the planning and design of better living and working conditions in Europe. The Role of the Agency is to provide information, advice and expertise – on living and working conditions, industrial relations and managing change in Europe – for key actors in the field of EU social policy on the basis of comparative information, research and analysis.

The European Industrial Relations Observatory (EIRO) is a monitoring instrument offering news and analysis on European industrial relations. A project of the European Foundation for the Improvement of Living and Working Conditions, EIRO began its operations in 1997. Its aim is to collect, analyse and disseminate high-quality and up-to-date information on key developments in industrial relations in Europe. It aims primarily to serve the needs of national and European level organisations of the social partners, governmental organisations and EU institutions
